First, there’s the waste that goes down your sewer and the waste that goes in your trash can. We call that trash “Solid Waste”, well, because it is and because that other stuff, well, isn’t.
The Delaware County Solid Waste Authority (DCSWA) manages all that trash, or solid waste, through a system of facilities that looks like this:

- 16 utilize municipally-owned vehicles for collection
- 24 contract with private haulers for collection
- 9 require residents to subscribe with private contractor on their own
Your home trash is carried to one of two transfer stations, and from there the waste is transferred either to the Reworld incineration facility in Chester or to the Rolling Hills Landfill (RHL) in Berks County, a landfill owned by the Delaware County government.
Recently, and after new leadership joined the board and began conducting more thorough cost analyses, DCSWA is begun increasing the amount of trash it sends to RHL, which is more cost effective and definitely better for the environment than burning the trash at Covanta.
